Proposals for aid should be sent through proper diplomatic channels: MOFA

The Ministry of Foreign Affairs issued a press release yesterday to the embassies of ASEAN member states in Yangon, referring to the Retreat of ASEAN Foreign Ministers on 19th December 2016 in Yangon.

In the press release, the Ministry of Foreign Affairs informed the embassies of the following arrangements to be pursued in offering cash and in-kind support to Rakhine State from the Government of ASEAN Member States:

• Proposals should be sent through proper diplomatic channels.

• When the proposal is received, the Ministry of Foreign Affairs will promptly coordinate with the Ministry of Social Welfare, Relief and Resettlement and the Government of Rakhine State. Coordination will also be made with the relevant departments for tax exemptions, customs clearance, etc. In this regard, details of humanitarian aid such as quantity and weight need to be provided in advance. 

• Cash or in-kind assistance are to be meant for both communities without any distinction.

• When in-kind assistance arrives at Yangon Airport/ Seaport, the Ministry will coordinate with the donor country and the relevant departments for transporting donated items to Rakhine State.

• The Rakhine State Government will distribute the assistance to both communities. If any village or location is notified by the donor country for distribution of donated items, necessary coordination will be made for sending such donations to the designated places.

• Handing-over ceremonies of donation can be arranged upon request by the respective country.

• For the sake of transparency, status of the assistance will be given to the respective embassies by the Ministry of Foreign Affairs.

• If the assistance from the governments of ASEAN member states is in cash, the Ministry of Social Welfare, Relief and Resettlement has opened a bank account to be used for providing humanitarian assistance and necessary support for both communities in Rakhine State.

AIDS ေရာဂါႏွင့္ ART ေဆး

ယခင္က ခုခံအားက်ဆင္းမႈ ကူးစက္ေရာဂါ AIDS ကို ကုရာနတၴိ ေဆးမရွိေသာ ေရာဂါဟု ေခၚဆိုၾကသည္။ အဆိုပါေရာဂါ ရရွိသည္ႏွင့္ ကုသရန္ ေဆးမရွိဘဲ တျဖည္းျဖည္း ခုခံအား က်ဆင္းကာ ေနာက္ဆံုးတြင္ ဘဝနိဂံုးခ်ဳပ္ ရေသာေၾကာင့္ ထိုကဲ့သို႔ ဆိုျခင္းျဖစ္သည္။ ယခုအခါ AIDS ေရာဂါ၏ အစကနဦး HIV ပိုးကိုထိန္းခ်ဳပ္ ႏိုင္သည့္ ART ေဆးရရွိေနၿပီ ျဖစ္သည္။

ART ေဆးသည္ HIV ပိုးကို အေသမသတ္ ႏိုင္ေသာ္လည္း ခႏၶာကိုယ္ အတြင္းရွိ HIV ပိုးကို ဆက္လက္ ရွင္သန္ လႈပ္ရွားမႈ မျဖစ္ေစရန္ ထိန္းထားေပး ႏိုင္သည္။ ထိုသို႔ထိန္းေပး ႏိုင္ေသာေၾကာင့္ ခုခံအား က်ဆင္းသည့္ ေရာဂါဆိုး AIDS အဆင့္သို႔ မေရာက္ေတာ့ဘဲ သက္တမ္းေစ့ ေနႏိုင္ၿပီ ျဖစ္သည္။

ကုလသမဂၢ မွတ္တမ္းမ်ားအရ ကမၻာေပၚတြင္ HIV ပိုးကူးစက္ခံရသူ လူဦးေရ ၃၅ သန္းရွိသည္ ဟု သိရသည္။ အဆိုပါ လူဦးေရမွ ဦးေရ ၁၉ သန္းခန္႔ကို ကမၻာ့ က်န္းမာေရး အဖြဲ႕က မွတ္တမ္းတင္ ႏိုင္ျခင္း မရွိေသးေၾကာင္း သိရသည္။ ထို႔ေၾကာင့္ AIDS ေရာဂါ ထိန္းခ်ဳပ္ေရးႏွင့္ ေရာဂါ ပေပ်ာက္ေရး အတြက္ အလွမ္းကြာေဝး သကဲ့သို႔ ရွိေနသည္။

ထိုေရာဂါ ျဖစ္ပြားေနမႈကို အေသးစိတ္သိမွ သာလွ်င္ ေရာဂါထိန္းခ်ဳပ္မႈ ေရာဂါမျပန္႔ပြား ေစရန္ တားဆီးႏိုင္မႈ ရွိမည္ျဖစ္သည္။ ထို႔ေၾကာင့္ HIV ပိုးကူးစက္ခံရလွ်င္ ရွက္စရာ၊ ေၾကာက္စရာ ဟု သေဘာမထားဘဲ မိမိ အသက္ရွင္သန္ ေရးအတြက္ နီးစပ္ရာ က်န္းမာေရးဌာန သို႔ အျမန္ဆံုး အသိေပး ရမည္ ျဖစ္သည္။

အဆိုပါေရာဂါသည္ အေပ်ာ္အပါး လိုက္စားရာမွ ကူးစက္ျခင္း ျဖစ္ေသာေၾကာင့္ အေပ်ာ္အပါးကို ေလွ်ာ့ခ်သင့္သည္။ တစ္ဦးႏွင့္တစ္ဦး ဆက္ဆံမႈ ျပဳမည္ ဆိုလွ်င္လည္း အကာအကြယ္ ပစၥည္းကို အသံုးျပဳရမည္ ျဖစ္သည္။ ထို႔ျပင္ ေရာဂါ ကာကြယ္ေရးႏွင့္ ထိန္းခ်ဳပ္ေရး လုပ္ငန္းမ်ားကို ေအာင္ျမင္စြာ ေဆာင္ရြက္ႏိုင္ရန္ အသိပညာေပးေရး လုပ္ငန္းမ်ား က်ယ္က်ယ္ျပန္႔ျပန္႔ ေဆာင္ရြက္ရမည္ ျဖစ္သည္။

HIV ပိုးကိုစတင္ သိရွိခဲ့သည္မွာ ႏွစ္ေပါင္း ၃ဝေက်ာ္ၿပီ ျဖစ္သည္။ ထိုကာလ ေနာက္ပိုင္း မ်က္ေမွာက္ ကာလတြင္ ေရာဂါပိုး ထိန္းခ်ဳပ္ ႏိုင္သည္မွာ ေဆးသိပၸံ ေလာက၏ ႀကီးမားေသာ ေအာင္ျမင္မႈ တစ္ရပ္လည္း ျဖစ္သည္။

သို႔ျဖစ္ရာ တစ္ခ်ိန္ေသာ အခါက ကုရာနတၴိ ေဆးမရွိ ျဖစ္ခဲ့ေသာ ေၾကာက္စရာ ေကာင္းသည့္ AIDS ေရာဂါဆိုးႀကီးကို ယခုအခါ ART ေဆးျဖင့္ ထိန္းခ်ဳပ္ႏိုင္ေနၿပီ ျဖစ္သည္။ ထို႔ျပင္ ကုလသမဂၢ အဖြဲ႕ႀကီး၏ ဦးေဆာင္မႈျဖင့္ 

ဝိုင္းဝန္းကာကြယ္ တိုက္ဖ်က္ေနၿပီ ျဖစ္ေသာေၾကာင့္ လည္း ေနာင္ႏွစ္မ်ားတြင္ ထိုေရာဂါဆိုးႀကီးကို ရဲရဲတင္းတင္း ကာကြယ္ႏိုင္မည္ ျဖစ္ၿပီး AIDS ေရာဂါကို ထိန္းခ်ဳပ္ သြားႏိုင္မည္ ျဖစ္ေၾကာင္း ေရးသားတင္ျပ လိုက္ရေပသည္။

World AIDS Day 2016 activities

The World AIDS Day is commemorated on 1 December each year to show support for people living with HIV and affected communities. The UNAIDS country office, in partnership with the Ministry of Health and Sports, UN agencies, non-governmental organizations, networks and communities aim to support Myanmar in reaching its goal of ending the HIV epidemic as a public health threat by 2030.

For this year, the World AIDS Day theme will be “Hands Up for #HIVPrevention” and would centre on the ways to prevent HIV transmission such as getting tested, using condoms and avoiding sharing of needles. In order to raise public awareness about HIV prevention measures, several activities were organized in Yangon to be held on 3 December (Saturday).

In the morning, there will be a walkathon at Kandawgyi Lake starting at 6:00 AM with the Bahan Third Street/Western Park Royal Gate as the starting point. More than the usual walkathon, however, this year’s walk around Kandawgyi Lake would include information stops where participants will be requested to do quick activities that aim to inform them about HIV prevention measures.

In the afternoon, starting 3:00 PM, there will be a photo exhibit at Junction Square where winning photos from the photo competition will be displayed. Booths of different organizations will also be set up. From 5:00 PM onwards, opening speeches will be provided and different vocalists and groups will perform to both entertain and provide relevant information to the crowd. A quiz show will also be conducted for participants.
