As small armed groups led by Kyaw Thet and Saw Hsan Aung that left Klo Htoo Baw Karen Organization (KKO) opened gates and extorting money from travelers on the new highway, the state government and the relevant organizations have given warning again and again to remove all those illegal gates. But they ignored the warnings, and the Tatmadaw columns had to comb the area. A battle broke out beginning 2 July as they started the fire.
